Pond liners are sold on one number, the mil, and it's the number most likely to talk you into spending on the wrong thing. A mil is a thousandth of an inch, so a 45-mil liner is a little under one twentieth of an inch thick and a 60-mil is a hair more. The listings line the thicknesses up like tiers of safety, 20 then 30 then 45 then 60, with prices that climb to match, and the buyer's instinct is that thicker is safer and more is better.

It's a little more complicated than that, and the difference is worth real money on a job you only want to do once. More mil does buy puncture resistance and years of service, but it isn't the only way to buy either, and past a point the extra thickness costs you more in weight and stiffness than it returns in protection. Here's how we'd read the mil, and where we'd stop paying for it.

What a mil buys you and what it doesn't

A mil is one thousandth of an inch, and that's all the number measures: the thickness of the rubber or plastic sheet, nothing about the material underneath it. When you move from a 20-mil liner to a 45-mil liner, you're buying a thicker wall against two failure modes. The first is puncture, a root or a rock working its way through the sheet from below. The second is time, because thinner liners weather and grow brittle sooner, especially where the sun hits an exposed edge above the water line. More mil pushes both of those failures further out.

What more mil doesn't buy is any change in kind. A thicker liner is the same material doing the same job with more of itself in the way, so it fails the same way, just later and after a bigger insult. That matters because it means thickness is one lever among several, not the master switch the price ladder implies. You can push a failure out by adding mil, or you can push the same failure out by protecting the sheet, and the second route is usually cheaper. The buyer who treats mil as the only dial is the one who overpays.

Why 45-mil EPDM is the answer for a permanent pond

For a pond you intend to keep, the answer is 45-mil EPDM, and it's close to a settled question in the hobby. EPDM is a flexible synthetic rubber that stays pliable in cold, tolerates years of UV, and comes in fish-safe grades made without the plasticizers that can leach from cheaper PVC. At 45-mil it's thick enough to shrug off the ordinary roots and stones of a backyard dig and to last twenty years or more, and it's still supple enough to tuck into the corners of a shelved pond without stubborn creasing. That combination of durability and workability is why it's the default a careful builder reaches for.

The keepers who have done this converge on the same number without any prompting from a spec sheet. Owners describe going with 45-mil for ponds as small as three hundred gallons on the reasoning that they didn't want to redo the work, and the recurring warning is to spend here rather than anywhere else. The lesson runs the other way too: a thin liner grabbed off a store shelf to patch an emergency can start leaking within months, and a slow leak means tearing the whole pond back up and stressing the fish twice. Buy the liner you won't have to think about again, and 45-mil EPDM is that liner.

When 20-mil is enough for the job

Twenty-mil isn't a scam, it's a different job. For a small water garden, a seasonal feature, a container pond, or anything where a leak means you drain a little water and lay down a new sheet, a 20-mil liner is enough and the money saved is real. The trouble starts when a 20-mil sheet gets put under a permanent pond full of koi because the price looked friendly. That's where the disappointment comes from, and it's a mismatch of liner to stakes, not a defect in the thin liner itself.

The way to decide is to ask what a leak would cost you in labor, not just in liner. If a failure means an afternoon and a fresh sheet, 20-mil is a reasonable bet. If it means excavating around established plants, catching and holding fish, and rebuilding a rock edge you spent a weekend placing, the thin liner is a false economy no matter how good the sticker looks. Match the mil to the cost of being wrong.

The exception: reinforced RPE breaks the rule

There's one liner that beats its own mil, and it's worth understanding because it looks like a bargain that shouldn't work. Reinforced polyethylene, sold as RPE, sandwiches a woven fabric scrim between thin layers of plastic. The scrim is the trick. It carries the tearing and puncturing loads that would otherwise fall on the plastic alone, so a reinforced RPE sheet resists puncture and tearing more like a much thicker unreinforced one, at a fraction of the weight and often the price. Owners of similar reinforced liners report years of service even with flat rocks tumbling in from the edges, which is behavior a plain 20-mil sheet wouldn't survive.

The tradeoff is feel and flexibility. RPE is stiffer and less stretchy than EPDM, so it's harder to mold into the tight contours and planting shelves of a heavily sculpted pond, and it wants generous folds rather than crisp tucks. For a large, simple pond or a stream where the shape is forgiving and weight and cost matter, that stiffness is a fair price for the strength. It's the liner we'd point a budget-minded or big-footprint build toward, on the strength of the scrim rather than the mil.

Where underlayment beats buying more mil

This is the arithmetic the seller would rather you skip, because it moves your money off the expensive part of the shelf. The thing that punctures a pond liner is almost never a failure of the liner in open air. It's a root or a sharp stone pressing up from the excavation underneath, concentrating the weight of the water onto one point. Add mil and you thicken the sheet fighting that point. Add a layer of non-woven underlayment fabric between the ground and the liner and you spread and blunt the point before it ever reaches the sheet.

Dollar for dollar the fabric wins, and it isn't close. A jump from 45-mil to 60-mil across a real pond footprint costs meaningfully more and returns a modest gain in puncture margin. A roll of underlayment costs a fraction of that and can raise the effective puncture resistance of the whole assembly far more than the extra 15-mil would. The keepers who get this right pair 45-mil EPDM with fabric underneath and call it the way to go, treating the two as one purchase. That's the setup we'd build, and it's why the underlayment sits alongside the liner in our picks rather than as an afterthought.

Reading the thickness ladder without overpaying

Put the tradeoff in one line and it's easy to shop against: thicker means tougher, but also heavier, stiffer, and costlier. Every step up the mil ladder is buying all four of those at once, and only the first is the thing you were after. Sixty-mil EPDM is tougher than 45-mil, but the added weight makes it a two-person job to drag into place, the added stiffness fights you when you try to hide the folds around shelves, and the added cost buys puncture protection that a five-dollar layer of fabric already delivered. Experienced builders who have used both tend to find 45-mil more than adequate and 60-mil more trouble than it's worth for a standard backyard pond.

So read the ladder as a question about your specific pond, not a safety ranking to climb as high as your budget allows. Decide whether this is a permanent, fish-holding pond, in which case 45-mil EPDM is the floor. Decide whether weight or cost or footprint pushes you toward the strength-per-pound of reinforced RPE. Decide whether a leak would be cheap or catastrophic, which tells you whether 20-mil is a smart saving or a future excavation. Then spend the money you saved by not over-buying mil on the underlayment that does the protecting. That order, material and stakes first, raw thickness last, is how you buy a liner once.

I would not advise you to skimp on the cost of the liner. 45 ml with fabric underlayment is the way to go. You would not want to have to remove everything to replace a cheap liner. It's the one thing you don't want to skimp on.

I forgot about thickness being important and just used something that was a “pond liner.” It started a slow leak within 2 months. I decided it had been defective and bought another one. It has now started to leak again and we will have to redo the whole thing again.

I used 45 epdm for my pond and creeks and 60 mil epdm for my bog. The 45 is more than adequate and I found the 60 more difficult to work with when it came to hiding the folds etc.

I bought 20 mil HDPE liner from ebay, they says it not as flexible as the 20mil PVC or EPDM, but is more puncture and UV resistant, and has a 10 year warranty instead of 5

it is thin and may be the PPL, as it looks a bit like burlap, has a fine texture, a bit stiff, but is suppose to be extremely strong, and puncture resistant and as I don't remember it's name, all I can say is so far so good, even with some flat rocks off the top of the sides fallling into the pons.
